This book examines the performance of the Brazilian economy since the Great Financial Crisis of 2007/2008 with focus on both the productive and financial dimensions, along with distributional and social issues. The book will bring to light the causes of the fast recovery over 2009-2010 as well as of the slowdown after 2011. The chapters use econometric approaches and traditional Keynesian and post-Keynesian theories to empirically analyse the macro scenario. They explore monetary policy, fiscal policy, alongside discussion of investments and the exchange rate market, and an analysis of social policy and its impact on the economy.

This book opens a window into how two ambitious countries – India and Brazil – are seeking to become knowledge powers in the 21st century. As the knowledge economy became the preferred way of conceptualising the economy and its future direction, in the more economically-advanced countries, our search for understanding also followed the same direction. This generated a body of work that has neglected countries that, like India and Brazil, are attempting to make the leap into knowledge economies. Muzaka explores these motivations and the ways in which they have inspired a number of institutional reforms in India and Brazil. The author offers an investigation of the role the state in shaping the respective intellectual property systems pertaining to the pharmaceutical and agro-biotechnology sectors and the multiple social conflicts that have unfolded as a result.

The Brazilian television industry is one of the most productive and commercially successful in the world. At the forefront of this industry is TV Globo and its production of standardized telenovelas, which millions of Brazilians and viewers from over 130 countries watch nightly. Eli Lee Carter examines the field of television production by focusing on the work of one of Brazil's greatest living directors, Luiz Fernando Carvalho. Through an emphasis on Carvalho's thirty-plus year career working for TV Globo, his unique mode of production, and his development of a singular aesthetic as a reaction to the dominant telenovela genre, Carter sheds new light on Brazilian television's history, its current state, and where it is going--as new legislation and technology push it increasingly toward a post-network era.

Inequality is a global concern, for its social and human consequences, and its impact on the pace and pattern of economic growth. In India and Brazil, this issue has received increasing attention in recent years. In Brazil, inequality grew until the 1980s, when it reached extreme levels, but has since been declining, especially during the first decade of the twenty-first century. In India, inequality showed little change up to the 1980s, but has since been rising. These differences result from a variety of economic, social and political factors, which are examined in depth in this comparative study. The book examines inequality in overall distributions of income and expenditure, and disparities across gender, region, caste, race, and access to education. It compares the experience of the two countries, and draws conclusions on the types of policy frameworks and institutions that might lead to a more equitable pattern of growth.

This Technical Assistance Report discusses the recommendations for supporting implementation of the expenditure rule through public financial management reforms in Brazil. To address rigidities in the budget and to create more fiscal space, authorities need to establish processes to build flexibility and improve efficiency. These include reviewing mandatory expenditures and indexation practices. Other options include a rolling program of spending reviews for large and fast-growing programs and efficiency dividends on ministries’ operational expenses. Authorities also need to begin to develop a medium-term budget framework to support strategic decision making.

Global climate solutions depend on low-carbon energy transitions in developing countries, but little is known about how those will unfold. Examining the transitions of Brazil and South Africa, Hochstetler reveals how choices about wind and solar power respond to four different constellations of interests and institutions, or four simultaneous political economies of energy transition. The political economy of climate change set Brazil and South Africa on different tracks, with South Africa's coal-based electricity system fighting against an existential threat. Since deforestation dominates Brazil's climate emissions, climate concerns were secondary there for electricity planning. Both saw significant mobilization around industrial policy and cost and consumption issues, showing the importance of economic considerations for electricity choices in emerging economies. Host communities resisted Brazilian wind power, but accepted other forms. Hochstetler argues that national energy transition finally depends on the intersection of these political economies, with South Africa illustrating a politicized transition mode and Brazil presenting a bureaucracy-dominant one.

Brazil, the world's largest sugar producer, supplies sixteen per cent of its energy consumption and approximately three quarters of its transport fuels with sugarcane-based ethanol. From ca. 2003 until 2014, the country under the Workers' Party government aimed at creating a global market for ethanol. The time seemed right to steer foreign policy towards this goal due to a benevolent structural environment with global discussions about energy security, climate change, and South-South cooperation. Within a neoclassical realist framework, this study examines why Brazil did not fully succeed in its ethanol diplomacy to create a global market for ethanol. The analysis covers three analytical levels: the bilateral with Brazil in power deficit, the bilateral with Brazil in power surplus, and the multilateral, represented in three empirical chapters, Brazil-US, Brazil-Mozambique, and Brazil's multilateral ethanol diplomacy, respectively. Each chapter finishes with a set of recommendations for political consideration. This study also demonstrates how the theoretical approach of neoclassical realism can combine foreign policy output with international politics outcome research and is useful to analyse policy outside the hard security realm. It offers a basis for further research towards an understanding of Brazil's overall foreign policy and the foreign policies of other emerging powers.
